War through law

Alongside a legal system set up by aid workers and undermined by corruption, the Taliban set up hundreds of rural courts in Afghanistan, gradually establishing themselves as a rare form of functional institution. This "war through law" is said to have enabled the Taliban to win the confidence of the population and to become deeply entrenched in Afghan society.
