Strategic autonomy / focus on the specificities of the DTIB

For its second seminar for its 33 auditors, the 'Defence and Economic Security' (DSE) major addressed the issues of autonomy and strategic independence, as well as aspects of economic resilience, which were highlighted by the COVID-19 health crisis, raising questions about France's ability to meet its vital needs.

Using a comparative analysis of The French DTIB and a presentation of support systems, this module also looked at the State's ability to maintain its strategic autonomy and to conduct an economic security policy in a context of globalisation and interdependence where industrial and technological cooperation is essential.   

On Thursday 25 November, students in the DSE major met at the École Militaire for a series of lectures and round tables.

The first lecture, in the form of a testimonial, was given by Phillipe KeryerExecutive Vice President Strategy, Marketing and Technology at Thales.

Two auditors from the class, Mr Christophe Rafenberg (Deputy Head of Economic Intelligence, Ministry of Ecological Transition) and Mr Jérôme Phillipe (Partner, Freshfields Bruckhaus Deringer) then joined their fellow students to share their experiences on the subject of foreign investment in France (IEF).

This first day ended with a presentation by Mr Laurent GiovachiniHe is also chairman of the Syntec federation and chairman of the MEDEF's Sovereignty Committee, with the theme of "Interdependence and autonomy".

The auditors then met for a committee work session, supervised by the lead experts overseeing their work: Mr Ali Laïdi (Researcher and journalist, Economic Warfare School of Thought / France24), Mr Peer De Jong (Co-founder and senior vice-president of the THEMIIS Institute), Mr Yves Bertoncini (Consultant in European Affairs and President of the European Movement - France) and Mr Vincent Aussilloux (Department Director, France Stratégie).

Friday 26 November saw another day of conferences and round tables, culminating in a visit to the National Assembly.

Friday opened with two round tables dedicated to the Defence Industrial and Technological Base (DITB), introduced by theIngénieur Général de l'Armement de 1e classe François MestreHead of the Industrial Affairs and Economic Intelligence Department (SIIE) at the French Defence Procurement Agency (Direction Générale de l'Armement).

The second round table, "Prospects for a European DTIB", provided an opportunity for the audience to exchange views with three panellists: theEngineer General of Armaments François Mestre (DGA), Mr François ArbaultDirector of Directorate A (Defence Industry) in the Directorate-General for Defence Industry and Space (DEFIS) at the European Commission, and Mr Phillipe CoqDirector of Public Affairs at Airbus.

A third round table, comprising Mr Anthony AttiaChief Executive Officer of Euronext Paris and of Mr François SoulmagnonAFEP's Chief Executive Officer, discussed the issues, challenges, risks and threats facing the French and global economies.

Mr Antoine RostandChairman and co-founder of Kayrros, rounded off the second day of the seminar by presenting the applications and benefits of satellite-based sector analysis technologies to the audience of the DSE major.

Cohesion activity at the end of the seminar A visit to the National Assembly

The seminar ended with a cohesive activity organised for auditors in the DSE major: a visit to the National Assembly, at the invitation of Mrs Valérie RabaultChairwoman of the Socialist and Related Groups, and a member of the class.
