This information report was submitted by the Committee on National Defence and Armed Forces to conclude the work of a fact-finding mission on the defence industry as a provider of strategic autonomy in Europe. The report begins by outlining the structural weaknesses of the European defence industry and then sets out a number of recommendations for transforming the European defence technological and industrial base. At European level, for example, the report recommends combating discriminatory practices by private players and modifying the lending policy of the European Investment Bank. At national level, the report proposes adapting equipment programmes to take account of exportability criteria.
