Who are we?

Institute for Advanced Studies in National Defence

The Institut des hautes études de défense nationale (IHEDN) is a national public administrative body under the supervision of the Prime Minister and, more specifically, of the Secrétariat général à la défense et à la sécurité nationale (SGDSN).

The Institut des hautes études de défense nationale (IHEDN) prepares leaders from all spheres of activity to assume the highest responsibilities by developing their understanding of national defence and security issues, their knowledge of related public policies, their perception of the interplay of players involved in their implementation, and their aptitude for strategic thinking. The training provided as part of the national session is designed to enable all students to grasp from the outset the cross-sectoral, interdisciplinary, interministerial, European and international dimensions of defence and security issues through a common foundation and in-depth study of 5 major areas (Armament and the Defence Economy, Economic Defence and Security, Maritime Issues and Strategies, Defence Policy, Digital Sovereignty and Cybersecurity).

The IHEDN, working to build and disseminate a common defence culture, helps to forge lasting links between senior public and private, civilian and military officials.

Job description

As a legal expert, you will be responsible for checking the legality of all the institution's documents (excluding employment contracts) and advising departments (contracts, agreements, litigation, insurance, procurement, etc.).

Previous experience as a buyer is required.

A versatile legal profile is desirable.

Management of the Institute's general legal activities :

  • legal intelligence tailored to IHEDN's needs,
  • legal advice and assistance to the school's management and departments,
  • Drawing up and monitoring the Institute's agreements and contracts (including recording them in the monitoring tables and managing renewals): around 30 partnership agreements per year, several of which are multi-year,
  • analysis and drafting of legal memoranda (general and/or specialised depending on requirements),
  • Provide legal support for the implementation of cross-functional projects (the Institute's digital transformation plan, compliance with the General Data Protection Regulation (RGPD), auditor agreements and related documents in connection with Qualiopi certification, etc.).

 

Drafting and monitoring public procurement contracts:

  • guidance/advice and support for departments in defining their needs.

 

Drafting of public contracts (around 3 per year):

  • drafting of administrative documents for consultation files,
  • implementation of the contract procedure, from publication to notification, including monitoring questions, negotiations, opening bids, checking the consistency of bid analyses, and drafting and sending rejection and notification letters,
  • preparing and sending files to budget control,
  • transmission of contracts to the departments and recording in the PEP financial information system (editor: Inetum).

 

Public procurement monitoring

(approximately 30 contracts in progress, 15 of which are attached to interministerial contracts (State Purchasing Department (DAE)) and ministerial contracts (pooling with the Prime Minister's departments, Ministerial Purchasing Office (BAM)):

  • monitoring the Institute's public contracts (recording in monitoring tables and managing renewals),
  • administrative monitoring of contracts and agreements in progress (price revisions, drafting of amendments, compliance of purchase orders).

 

As a general rule, the legal expert may, as necessary, be entrusted with cases falling within the scope of the Financial and Legal Affairs Office.

Knowledge

  • Expertise in public contract law and mastery of the specific rules of public procurement.
  • Legal training (Bac +4 to Bac +5) in public law and/or public contract law
  • Proven professional experience to be immediately operational throughout the public procurement process.
