This article analyses Turkey's ambivalent position within NATO. Mr Papens, a naval officer, examines the strategic role of the Turkish navy, which is both a key military asset and a source of difficulties. Firstly, it is a military asset because of its geographical and strategic position, which enables NATO to strengthen its military presence in the Black Sea. It is also a source of difficulties, compounded by fluctuations in the country's domestic policy and diplomatic choices on the international stage, which call into question its military importance for the Alliance.
