Key issues for France and Europe
In response to a request made on behalf of defence industrialists by trade associations, the National Defence and Armed Forces Committee asked Françoise Ballet-Blu and Jean-Louis Thiériot to carry out a "flash" mission on the financing of the defence technological and industrial base (DTIB). The report proposed that "IHEDN (...) is developing a seminar for banking institutions and private equity players."
In response to the need to encourage dialogue between banks and insurance companies on the one hand, and the defence industry on the other, IHEDN is organising a "Banks and the Defence Industry" seminar on 14 and 15 May 2024 in association with the French Banking Federation and GICAT.
Under the aegis of the SGDSN, the day is divided into 4 parts, with an introduction to the context, a look at the challenges facing arms exports, a discussion between representatives of the banking and insurance sectors and a look at the needs of the defence sector.
We will study the legal and administrative framework of the defence sector, as defined by the SGDSN and the DGA, and the challenges facing the insurance and banking industries and the defence sector.
OBJECTIVES AND CONTRIBUTIONS
- Understand changes in the international context and the resulting challenges for the defence industry and its financing;
- To deepen the respective knowledge of the banking sector and the defence industry, in order to promote understanding and operational dialogue between the two sectors. To this end:
- Take account of compliance requirements;
- Study banking and insurance tools to help defence industries export
- Thinking about new sources of funding in a war economy.
- Comprehensive, cross-disciplinary approach to the subject;
- Quality and diversity of speakers and participants;
- A restricted format to encourage high-quality exchanges between participants and speakers;
The seminar is being organised in partnership with the Fédération Bancaire Française and the Groupement des Industries Françaises de Défense et de Sécurité Terestres et Aéroterrestres.
PROGRAMME
14 hours over two days.
- Introduction to recent developments;
- Presentation of export control issues and procedures in the defence sector;
- Banking and insurance toolbox ;
- Anti-corruption rules within a DITB group.
- Lecture-debates ;
- Testimonials from practitioners and feedback;
- Access to a document-sharing platform.
TAKE PART IN A CYCLE
French executives from the public and private sectors who are currently working or planning to change careers.
It is specifically aimed at the following professions:
- business leaders;
- senior civil and military officials;
- personalities representing different sectors of economic activity: industry, services, cybersecurity, economic intelligence, the arms industry, aeronautics;
- academics and think tank experts;
- liberal professions;
- people looking for work, undergoing professional retraining, or in the process of moving up to managerial or executive positions in politics.
The course is accessible to people with disabilities, subject to special assistance and within the limits of the requirements of the teaching activities.
No pre-requisites are required, apart from compliance with the following conditions:
- register on the website and submit an application in digital format by the specified deadline;
- only complete applications will be examined.
Approximately 30 places
On the basis of the application file, in particular the Curriculum Vitae, submitted by the candidate, the following will be examined more specifically:
- a strong interest in economic security issues;
- a certain culture of economic security and economic intelligence;
- the relevance of professional experience ;
- an openness to the world and intellectual curiosity.
Applications are selected on the basis of a dossier.
Single rate : 600 euros
Participants will receive a certificate of attendance at the end of the seminar.
Auditor status will be awarded on the basis of the following criteria:
- attendance ;
- production of the committee report ;
