International Session for the Balkans and South-East Europe (SIB)

Every two years since 2019, IHEDN has been organising a session for the countries of the Balkans and Eastern Europe (SIB). This geographical area is a matter of concern for France and the European Union. Their objective is to strengthen the stability of the Balkan states, which are subject to multiple national and regional tensions, and to maintain the European anchorage of the Balkans in the face of foreign influences.


  • Discover France's approach to defence, security and international relations on the continent
  • Discuss future prospects in relation to the year's issues
  • Sharing French operational know-how with a view to developing future defence and security cooperation agreements
  • Promoting the emergence and consolidation of a privileged cooperation network as part of active diplomacy on the continent.

Target audience

Senior civil and military officials, representatives of civil society and local organisations: politicians, diplomats, military personnel, police and security force officials, entrepreneurs, directors of research institutes, etc.

  • Level of responsibility
  • Professional experience relevant to the issues addressed.

  • Security at the heart of Balkan integration
  • France, the Balkans and Europe in an unstable strategic context.
  • Faced with shared threats, a new commitment by France and the EU in the Western Balkans.

Educational triptych

  • Conferences and debates, round tables
  • Visits to military or civil-military sites (civil security, etc.)
  • Committee work: the aim is to produce a simplified written report which is presented orally by the auditors at the end of the session.
