Director of General Administration at the Ministry of Culture (1986-1992), Chief of Staff to Simone Veil, Minister of State, Minister of Health, Social Affairs and Urban Affairs (1993), Commissioner for State Reform (1995-1998), author of the White Paper on the Future of the Civil Service, Chairman of ARCEP, the French regulatory authority for electronic communications and posts (2009-2015).
