The Institut des hautes études de défense nationale (IHEDN) is a national public administrative body under the supervision of the Prime Minister and, more specifically, of the Secrétariat général à la défense et à la sécurité nationale (SGDSN).

The Institut des hautes études de défense nationale (IHEDN) prepares leaders from all spheres of activity to assume the highest responsibilities by developing their understanding of national defence and security issues, their knowledge of related public policies, their perception of the interplay of players involved in their implementation, and their aptitude for strategic thinking. The training provided as part of the national session is designed to enable all students to grasp from the outset the cross-sectoral, interdisciplinary, interministerial, European and international dimensions of defence and security issues through a common foundation and in-depth study of 5 major areas (Armament and the Defence Economy, Economic Defence and Security, Maritime Issues and Strategies, Defence Policy, Digital Sovereignty and Cybersecurity).

The IHEDN, working to build and disseminate a common defence culture, helps to forge lasting links between senior public and private, civilian and military officials.

Job description

As deputy, you will support and deputise for the head of the HR office:

  • to be the main point of contact for internal stakeholders (staff, managers, staff representatives, management) and external stakeholders (supervisory body, budget controller, military chancellery, occupational medicine, Prime Minister's departments, etc.),
  • in terms of recruitment and professional training,
  • for the supervision of payroll and other personnel expenses (social action, reimbursement of staff on secondment, etc.),
  • administrative management of staff (careers, professional interviews, leave, etc.),
  • on the proper conduct of social dialogue and related bodies.

 

This position has a strong operational component.

In the absence of the Head of Office, you will be responsible for supervising the office managers, representing the office at various meetings and approving day-to-day management actions.

The deputy may be required to take part in all structural operational actions (drafting/updating procedures, setting up and monitoring performance indicators, internal control, RGPD, in-house training, etc.) under the supervision of the office manager.

  • Mastery of civil service statutes and human resources regulations; ;
  • Proven expertise in several of these HR areas: recruitment, training, payroll, social management control, HRIS project management,
  • Mastery of financial management processes (accounting and budgeting) ;

Profile required

Experienced civil servant specialising in human resources, ideally working for a government agency. With an appetite for figures, a good command of office automation tools and a taste for teaching and communication.

Interest in defence and national security issues.
