This fact sheet analyses the issues surrounding conscription in Ukraine in the context of the war against Russia. It highlights the crucial importance of human resources in an existential war requiring the mobilisation of the entire country. Since the start of the Russian invasion in 2014, and more intensely since February 2022, the Ukrainian mobilisation system has evolved from a spontaneous surge of resistance to a structured organisation.
