Who are we?

Institute for Advanced Studies in National Defence

The Institut des hautes études de défense nationale (IHEDN) is a national public administrative body under the supervision of the Prime Minister and, more specifically, of the Secrétariat général à la défense et à la sécurité nationale (SGDSN).

The Institut des hautes études de défense nationale (IHEDN) prepares leaders from all spheres of activity to assume the highest responsibilities by developing their understanding of national defence and security issues, their knowledge of related public policies, their perception of the interplay of players involved in their implementation, and their aptitude for strategic thinking. The training provided as part of the national session is designed to enable all students to grasp from the outset the cross-sectoral, interdisciplinary, interministerial, European and international dimensions of defence and security issues through a common foundation and in-depth study of 5 major areas (Armament and the Defence Economy, Economic Defence and Security, Maritime Issues and Strategies, Defence Policy, Digital Sovereignty and Cybersecurity).

The IHEDN, working to build and disseminate a common defence culture, helps to forge lasting links between senior public and private, civilian and military officials.

Job description

Main activities

Reporting to the head of the major, he or she participates in the design of the course and monitors its teaching. They work in coordination with the Department of Studies and Research (DER), which is responsible for supervising the teaching staff.

As Course Leader for the "Digital Sovereignty and Cybersecurity" major within the national session

  • Propose the annual programme of conferences and ensure the ongoing coherence of the activities of the "Digital Sovereignty and Cybersecurity" major;
  • Organising and supervising training and conference activities (requesting speakers, welcoming them, running any events, managing speakers' compensation files);
  • Proposing and coordinating committee work for the major, in close collaboration with the head of the major and the DER department (defining themes for committee work, proposing tutors and expert referees and contributing to their recruitment, coordinating the supervision and support of auditors in carrying out their work, participating in the assessment of auditors' work);
  • Accompanying and supporting the auditors' thinking by monitoring the themes covered in the major and producing files to accompany the training modules;
  • Initiating and collecting the auditors' assessments, and summarising them for the purposes of improvements and adjustments;
  • Distribute the activities and individual work of the auditors, in accordance with the objectives set by France Compétences certification, and contribute to their evaluation;
  • Under the guidance of the DER department, participate in the development of the quality reference framework (Qualiopi and Frances Compétences) and monitor its implementation for the scope of the major.
  • Contribute to the assessment of individual and group work,
  • Participates in the coordination of educational managers.

Supporting project management for the Digital Sovereignty and Cybersecurity major

Working closely with the operational manager of the course, the educational manager of the "Digital Sovereignty and Cybersecurity" major is expected to contribute to :

  • organising and running session activities in support of the project manager (seminars and other training activities),
  • communication for the session.

As Head of Education in the National Session Department

  • He/she is involved in drawing up the programme of common core activities and inter-major activities, and in organising and supervising these activities;

  • It is involved in coordinating the educational aspects of the majors within the national session;

  • It may be entrusted with cross-cutting missions for the benefit of the national session and the department in this field.

  • Fluency in English,
  • Proficiency in Pack Office and NICT,
  • Mastery of documentary research tools and monitoring software.

Profile required

Diploma required

Doctorate in human and social sciences from a university or Institut d'Etudes Politiques, or Master 2 with several years' experience. 

Level 8 Doctorate/equivalent qualifications

Humanities & Law - Multidisciplinary specialisms, Humanities & Law - Sciences (including demography, anthropology, law, political science)
