The second module of the advanced course on e-diplomacy (Advanced Course on Cyber Diplomacy), organised by the IHEDN's Department of Europe and International Affairs, in cooperation with its Portuguese partners at the Institute of National Defence (Instituto da Defesa nacional - IDN), under the aegis of the European Security and Defence College (ESDC). This module, which brought together some forty participants, the vast majority of them specialists in cyber diplomacy issues, was structured around 8 lectures and round tables, in which 14 speakers took part. A simulation exercise was also organised on the final morning of the course.
Henri VERDIER, Ambassador for Digital Affairs, opened this second module with a speech highlighting the issues involved in cyberdiplomacy. The course ended with a speech by Luís Manuel BARREIRA DE SOUSA, Special Ambassador for Cybersecurity and Cyberdiplomacy at the Portuguese Ministry of Foreign Affairs.
This second module will provide an opportunity to discuss the principles and international standards that govern the concept of cyberdiplomacy and, more broadly, cyberspace. It will also look at the various geopolitical issues at stake, particularly with regard to the dynamics of disinformation and so-called influence operations, and discuss confidence-building measures and capabilities in cyberspace.
