MARITIME VIEWS
5th NATIONAL SESSION "MARITIME CHALLENGES AND STRATEGIES 2019-2020
For its fifth national session on "Maritime Challenges and Strategies" in 2019-2020, IHEDN has chosen a particular focus: the impact of climate change and protection of the marine environment on defence and security issues.
Lectures, round tables and visits provide academic and operational input that feeds the auditors' thinking and nourishes their committee work. In this way, the testimonies of leading figures and the diversity of the expertise on offer compare and interact with the professional experiences of the auditors to give rise to original and constructive ideas.
This document Regards maritimes de la session is intended to be plural. It brings together, in a thematic and structured way, the summaries of the conference-debates, round tables and visits written by the auditors at the end of the activities proposed to them. In addition to reporting the views and opinions of the people they met, these reports were written under the sole responsibility of the auditors. Their compilation of the subjects dealt with is therefore naturally non-exhaustive and in no way represents the official position of the IHEDN or the Institut FMES.
This edition illustrates the uniqueness and openness of IHEDN. It demonstrates the diversity of viewpoints on a wide range of issues. I would like to thank all our students who, each year, contribute to enriching the debates at the IHEDN, thereby helping to spread the spirit of defence within our nation and, as far as the students of this fifth session on "Maritime issues and strategies" are concerned, helping to make many of our fellow citizens aware of the importance of the sea and the oceans.
Lieutenant General Patrick Destremau
Director of IHEDN
