From 29 September to 3 October 2025, 12 senior civilian and military officials from Argentina, Brazil, Chile, Colombia, Ecuador, Guatemala, Guyana, Peru and Suriname met for a week of strategic exchanges and cooperation on defence and security.
SIAMLAT 2025 is part of one of IHEDN's key missions: to promote mutual understanding and strategic dialogue between France and its international partners.
The main objective of this session was to present the French and Latin American countries' approach to defence, security and international relations in the Latin American zone, while strengthening cooperation links between the participating countries. The session also aimed to share French experience and know-how in armaments, innovation and the management of industrial defence programmes, while encouraging the creation of a network of international decision-makers around common issues.
The week was marked by a dense and diversified programme, combining high-level conferences, thematic debates and industrial visits.
Highlights included a detailed presentation of the DGA, its missions and its innovation strategy; discussions on regional security cooperation and the strategic challenges facing Latin America; and presentations on the coherence of force systems, export control, and defence research and innovation. The auditors also visited several major players in French industry: PIRIOU, KERSHIP and NAVAL GROUP, specialising in naval construction and maintenance, as well as Safran Electronics & Defense, the flagship of high technology applied to defence.
In a global context marked by geopolitical reshaping, SIAMLAT provided an opportunity to address contemporary issues of international security and defence industrial cooperation. Discussions highlighted the points of convergence between France and its Latin American partners on issues such as technological sovereignty, strategic resilience, the training of civilian and military elites and the preservation of regional balances.
This session is a strategic tool for influence and influence, illustrating France's ability to combine expertise, partnership and strategic openness in the service of peace and stability.
