Issues

The globalisation of the world has a direct impact on human activity. Maritime routes are the lifeblood of the global economy, and protecting them is a major strategic issue. Seas and oceans are also areas of confrontation between nations and areas of expanding crime. As reservoirs of wealth that are coveted by all, maritime areas are impacted by climate change and subject to predation, which necessitates the protection of resources and biodiversity. France has the 2nde exclusive economic zone (EEZ), including 97% off the coast of our overseas territories. Considering maritime issues therefore means considering the specific issues facing these territories in terms of national defence and security.

Objectives

The 'Maritime Issues and Strategies' major is a top-quality course featuring some of the best practitioners and experts in their field. Students will be able to :

  • deepen their knowledge of maritime areas and activities through a better understanding of the issues involved;
  • understand the complexity of maritime and overseas issues in their interministerial and intersectoral dimensions;
  • Acquire expertise in a wide range of defence and security issues: specific features of our various overseas EEZs, oceanography, fish and mineral resources, defence against interference by other powers in our EEZs, climate impacts, etc. ;
  • understand the issues relating to our overseas territories, particularly in terms of national security;
  • develop their skills in strategic thinking and foresight and share their expertise in collective thinking.

Course duration

42 days

The programme for this major allows students living overseas to follow the entire course either face-to-face or by distance learning.

The "Overseas" programme of the "Maritime issues and strategies" major enables overseas students to join students from mainland France at the start-of-term seminar and four major assignments included in the programme.

These missions are supplemented by seminars tailored to overseas auditors in major French ports (Brest, Toulon, Marseille, Saint-Nazaire, Lorient, Boulogne) in order to carry out visits that cannot be shared via video.

Apart from these periods of presence in mainland France (38 days in total), overseas auditors follow conferences, debates and committee work remotely, either via live streaming or recorded broadcasts.
