Institute for Advanced Studies in National Defence
The Institut des hautes études de défense nationale (IHEDN) is a national public administrative body under the supervision of the Prime Minister and, more specifically, of the Secrétariat général à la défense et à la sécurité nationale (SGDSN).
The Institut des hautes études de défense nationale (IHEDN) prepares leaders from all spheres of activity to assume the highest responsibilities by developing their understanding of national defence and security issues, their knowledge of related public policies, their perception of the interplay of players involved in their implementation, and their aptitude for strategic thinking. The training provided as part of the national session is designed to enable all students to grasp from the outset the cross-sectoral, interdisciplinary, interministerial, European and international dimensions of defence and security issues through a common foundation and in-depth study of 5 major areas (Armament and the Defence Economy, Economic Defence and Security, Maritime Issues and Strategies, Defence Policy, Digital Sovereignty and Cybersecurity).
The IHEDN, working to build and disseminate a common defence culture, helps to forge lasting links between senior public and private, civilian and military officials.
Job description
Under the authority of the Head of the DSN Department, the Head of the Maritime Issues and Strategies Major (ESM), a high-level expert in the field, is responsible to the Director of IHEDN for designing and running the Major within the framework and according to the general guidelines adopted for the national session. He is supported in this by the DER and DEAI departments.Â
He directly supervises the operational manager, who in turn supervises a project manager. He or she also supervises the person in charge of pedagogical follow-up for his or her major. All of these staff are category A civil servants (under contract or civil servant) or military personnel.
In particular, it is responsible for :
- the general organisation of the major,
- forecasting and budget management for the major,
- under the authority of the Deputy Director of the Institute, the administrative recruitment process for auditors in the major,
- in collaboration with the Department of Europe and International Affairs (DEAI), the design and conduct of the major's overseas assignments.
Working on behalf of the DSN department and in conjunction with the head of department and the other heads of major, he or she contributes to the design and running of the national session in which the Maritime Issues and Strategies major is included, and more specifically to the activities making up the common core.
Design of the major
The head of the major, with the support of the educational supervisor, submits to the IHEDN Steering Committee the main principles for the year's theme, based on discussions with the Institute's Scientific Council.
The head of the major establishes with his project team :
- proposals for travel in France in line with the teaching modules in the major and the annual theme;
- proposals for missions abroad whose diplomatic feasibility will be examined by the Department of Europe and International Affairs (DEAI);
- proposals for topics for committee work, after consulting the main prescribers of the major concerned and the IHEDN Development Council.        Â
On this basis, the head of the major presents the programme for the major and its financial sustainability to the IHEDN Management Committee, in accordance with the budgetary framework set by the head of the National Session department.
The project is then presented to the ad hoc steering committee for the major.
Expected skills :
Human resources
The major's manager is involved in recruiting the members of his project team (operational manager, educational supervisor, project managers and trainees).
The head of the major supervises the recruitment of committee managers and expert advisers to assist the auditors.Â
Other activities
The head of the major must control information about his major (recruitment and management phase).
It assists in the selection of auditors in its major, within the framework of the guidelines and under the authority of the Deputy Director, who is responsible for the recruitment process.
As a high-level expert in the field, he helps to recruit qualified individuals for training courses and assists with travel arrangements.
It identifies and anticipates trends in the fields covered by this training.
It is involved in the certification aspects of training courses in conjunction with the Studies and Research Department.
Based on the guidelines set by the IHEDN Management Committee and in liaison with the Institutional Relations and Communication Department (DRIC) and the Head of the DSN Department, it contributes to exchanges with former auditors' associations.

- Very good knowledge of the national defence and security apparatus and of major global geopolitical issues,
- Good command of English (spoken and written).
