KEY ISSUES FOR FRANCE AND EUROPE

Drawing on a good knowledge of the decision-making circuits and the formation of vast networks, lobbying puts pressure on decision-makers to influence the introduction of legislation, regulations and economic standards, to the advantage of clients. Lobbying is involved in close relations with the media, the research community and public authorities. Under the Sapin II law, lobbies are now more closely monitored, with tighter control of interest representatives (through a register of interest representatives run by the French High Authority for Transparency in Public Life (HATVP)) and the introduction of a code of conduct. Although lobbying plays a decisive (and growing) role in Washington and Brussels, it remains little known and poorly understood in France and Europe.

The Influence Strategy/Lobbying course aims to provide a better understanding of the levers and methods used by organisations to influence and communicate. The 14-hour course is designed to enable students to devise and implement lobbying techniques, in particular by examining the approach to lobbying in Brussels. The course is designed to be practical and will conclude with a case study.

OBJECTIVES AND CONTRIBUTIONS

PROGRAMME

TAKE PART IN A CYCLE

French executives from the public and private sectors who are currently working or planning to change careers. 

It is specifically aimed at the following professions:

  • business leaders;
  • senior civil and military officials;
  • personalities representing different sectors of economic activity: industry, services, cybersecurity, economic intelligence, the arms industry, aeronautics;
  • academics and think tank experts;
  • liberal professions;
  • people looking for work, undergoing professional retraining, or in the process of moving up to managerial or executive positions in politics.

The course is accessible to people with disabilities, subject to special assistance and within the limits of the requirements of the teaching activities.

No pre-requisites are required, apart from compliance with the following conditions:

  • register on the website and submit an application in digital format by the specified deadline;
  • only complete applications will be examined.

Around 40 places

On the basis of the Curriculum Vitae submitted by the candidates, the following will be examined more specifically:

  • relevant professional experience;
  • clear motivations.

Applications are selected on the basis of a dossier.

At the end of the course, participants will be asked to complete a satisfaction questionnaire. For all specialised "IE-Lobbying" cycles organised from September 2022 to June 2023, 94,5 % of auditors felt that the training met their expectations.

Private : 1 000 €

Auditor status will be awarded on the basis of the following criteria:

  • attendance ;
  • production of the committee report ;

Each course participant leaves the IHEDN with a course validation certificate.
