Brussels: immersion in the heart of the EU and NATO institutions for national session auditors

On 30 and 31 January, the auditors of the "Armaments and Defence Economics" and "Defence Policy" majors of the IHEDN national session took part in a mission to Brussels, immersing themselves in the heart of the European institutions and NATO. The trip gave them an insight into the major strategic challenges facing European defence and the transatlantic alliance in a constantly changing geopolitical context.

The morning session began at the French Representation to the European Union (EU). The auditors deepened their understanding of the European Security and Defence Policy (ESDP), with a particular focus on the Defence White Paper and the Defence Investment Plan (DIP), designed to strengthen and diversify the EU's defence and security tools.

The visit to the European Parliament was a highlight of the mission. The auditors (re)discovered the various committees, including the brand new Security and Defence Committee (SEDE), recently created to play a crucial role in shaping the European Union's defence policies. Alongside the Foreign Affairs (AFET) and Industry, Research and Energy (ITRE) Committees, SEDE will have a direct influence on strategic decisions relating to European defence. Discussions with MEPs Nathalie Loiseau and François-Xavier Bellamy provided an in-depth understanding of how these institutions work and the impact of their priorities on the construction of a coherent European defence.

Defence industrial issues were also addressed, with a meeting at the European Commission's Directorate-General for Defence Industry and Space, as well as with industry representatives. This session highlighted the structuring initiatives underway to strengthen the European defence industry.

Finally, a day at NATO headquarters in Evere gave the audience a better understanding of the current priorities of the Alliance, which now has 38 member countries. Since Russia's invasion of Ukraine, NATO has made supporting Ukraine and strengthening its collective deterrence posture its top strategic priorities, with the aim of guaranteeing security and stability in Europe.

In addition, an evening at the Royal Museum of the Army and Military History in Brussels gave participants the opportunity to celebrate Franco-Belgian friendship, while strengthening links with local authorities, participants based in Belgium and the Europe & Defence Club. It was also an opportunity to forge lasting professional relationships.

It was an enriching and memorable study mission that considerably deepened the auditors' understanding of the crucial role of these institutions in the face of contemporary geopolitical challenges.
